Emergency Management Specialist I - Oak Ridge, Tennessee
Emergency Management Specialist I, site location DOE Oak Ridge, shall serve as a subject matter expert supporting DOE, OS, and CSC Emergency Management Programs to include COOP and Pandemic preparedness and planning.
RESPONSIBILITIES

Focus on DOE, OS, and CSC Emergency Management Programs and Continuity of Operations (COOP) programs to include conducting assessments, drills and exercises.

Ability to develop and review emergency management and COOP plans and implementing procedures, emergency response agreements and maintain ERO performance documents.

Technical review of DOE, OS, CSC emergency management documents such as; Emergency Plans, COOP/Pandemic Plans, Hazards Surveys and Emergency Plan Hazards Assessments.

Provide technical review of DOE Orders and guides, and State of Tennessee Emergency Management Agency emergency management documents.

Conduct emergency management assessments on behalf of OS Site Offices and DOE Program Offices to include conducting CSC Self-Assessments and manage the FBC Emergency Response Organization to include development, delivery, and documentation of training.

Coordinate the update and maintenance of the ORR emergency management GIS mapping system, coordinate the Oak Ridge Reservation (ORR) drill and exercise working group, and maintain the ORR master exercise schedule.

Serve as CSC COOP Coordinators, FBC Senior Evacuation Monitors, backup System Administrators for the ORO Notification system, and alternate JIC Facility Manager as required.

Serve in a position in the FBC ERO when activated.

May be required to travel to OS sites/labs to support their emergency management programs during reviews, exercises or assessments as requested.
QUALIFICATIONS

Work experience at the Department of Energy (DOE)

Have a federal security clearance or willing to obtain a federal security clearance

Four-year bachelor’s degree or minimum of eight years of additional experience in emergency management

At least six years of experience in emergency management is required; advanced degree can offset two years of emergency management experience
